Surabaya Mayor Eri Cahyadi conducted a surprise inspection of the road paving project in the Kali Tebu area, on Jalan Dukuh Bulak Banteng, Sidotopo Wetan Village, Kenjeran District, on Tuesday (April 21, 2026). During this inspection, he wanted the area to be neat and clean of trash. Mayor Eri stated that the paving project is also part of the Surabaya City Government's plan to develop the area into a new tourist destination. "It's been like this for decades, so we're going to turn Kali Tebu into a new tourist destination. We'll be paving the road from the pump house to the end of the road, a length of approximately 3 kilometers," said Mayor Eri. The Mayor of Surabaya, known as Cak Eri Cahyadi, explained that the road paving will not only be carried out on one side, but also on both sides, the east and west. With the paving of this road, local residents are strictly prohibited from dumping used items or trash around the Tebu River. "For what? So that people no longer throw trash into the river. We can see this: the entire river is filled with trash, filled with random items. Surabaya residents are allowed to open businesses, but not near the river," explained Cak Eri. To prevent further piles of trash around the river, Cak Eri explained, the city government is also collaborating with the Ecoton and Zero Waste environmental communities to participate in outreach and waste cleanup activities. Furthermore, he emphasized that the city government will also install CCTV cameras in the river area to monitor residents who litter. "God willing, I will install CCTV cameras in the west and east directions along this road. So, if anyone is caught littering, I will impose a three-day social sanction to clean up the river using a boat," he asserted. Cak Eri emphasized that this sanction is intended to serve as a deterrent to residents found guilty of littering. This applies not only to residents around the Tebu River; he stated that all Surabaya residents found littering will also be subject to social sanctions, including cleaning up the river. "I've assigned all Surabaya residents here to be cleaners, collecting trash from the river. So they can feel the fatigue and the heat. So I ask the people of Surabaya to help: this is your city, don't litter," he said. Beyond relying on CCTV, Cak Eri also encouraged all Surabaya residents to participate in protecting the environment. This includes arresting and reporting individuals found to be violating regulations, such as littering or improperly disposing of trash in the river. "We'll work together to identify those who litter to clean up the Tebu River. So, we're involving the community in all the rivers," he said. Cak Eri added that the asphalting work is being expedited and is targeted for completion within the next 20 days. To ensure its swift completion, the Surabaya City Government, through the Surabaya Water Resources and Highways Agency (DSDABM), is carrying out the work at four locations, both on the west and east sides.
