If you have difficulty moving your foot and ankle, you can use a belt, a towel, a resistance band, or a cane to help you mobilize your ankle. You can do the exercises even if you're not actively moving; try to send the motor command and create a contraction. That way, perhaps, the contraction will eventually create movement. Don't give up!
