A total of 163 parking attendants at Public Roadside Parking (TJU) locations across Surabaya were dismissed for failing to renew their Membership Cards (KTA) by December 2025. This decisive action was taken as part of accelerating the implementation of parking digitalization to ensure transparency and reduce leakage of Regional Original Revenue (PAD). As a concrete action, the Dishub, along with the Public Order Agency (Satpol PP) and the Surabaya City Police's Mobile Brigade Corps (Satsabhara) immediately apprehended two parking attendants on Jalan Semarang and Jalan Bubutan, who were charged with minor criminal offenses (tipiring) on ​​Saturday (June 13, 2026). The Acting Head of the Surabaya City Transportation Agency, Trio Wahyu Bowo, explained that the joint operation had been underway for three days, targeting a total of 163 official parking locations where parking attendants violated KTA renewal regulations. "We visited these locations to hand over their termination letters and collect their old KTA (Traffic Identification Cards). Unruly parking attendants were immediately placed on notice by our Samapta staff. The next day, we replaced them with new parking attendants equipped with official KTAs," Trio stated firmly after the enforcement operation. Trio added that on Saturday, officers targeted 20 locations, following the 20 already enforced the previous day. The enforcement operation will continue until all parking attendants comply with KTA regulations. He explained that the KTA enforcement operation is intended to ensure public safety and minimize the practice of illegal parking attendants or extortion of parking fees. In addition, the Surabaya Transportation Agency (Dishub) also launched two new monitoring system innovations at digital parking points. First, the installation of digital parking information boards featuring photos of the official parking attendants on duty at those points. Second, they also equipped 900 parking attendants with smart parking vests, which feature a QRIS code on the chest pocket. The right side of the vest is for payments for two-wheeled vehicles (motorcycles Rp2,000), and the left side is for four-wheeled vehicles (cars). "When residents want to pay cashlessly via mobile banking, they simply scan the QRIS barcode attached to the parking attendant's chest or vest. Once successful, show the receipt to the officer, and they can leave immediately. So there's no more excuses for parking attendants' phones being turned off or running out of data," explained Trio while demonstrating how the vest works. In addition to QRIS via vest and smartphone, official parking attendants are also equipped with payment machines for electronic money cards (toll cards) and parking vouchers. The Transportation Agency is even exploring collaborations with modern retail chains and MSMEs to provide parking voucher sales to the public. "In the future, we will also collaborate with modern retail stores to provide parking vouchers, so there are more alternatives for cashless parking payments," he added. With various digital parking payment options and the enforcement of parking attendants, the Surabaya City Government is asking for the full support of the residents of the City of Heroes to make this program a success. Residents are urged to be more vigilant and dare to refuse payment if they encounter any irregularities. "We ask Surabaya residents, if they see a parking attendant whose face doesn't match the photo on the sign, please refrain from paying. Don't make any payment," Trio emphasized. He also strongly hopes that residents will prioritize cashless payments. This is because digital parking has many positive impacts, including avoiding accusations related to the flow of parking funds. "The incoming revenue will systematically be returned to residents in the form of city development. Through the digital system, the Transportation Agency can measure the performance of parking attendants' daily income. If their income falls within the 1st to 5th deciles, the City Government will provide intervention or special welfare treatment at the end of the month," he explained. When asked about the impact of digital parking on parking revenue, Trio stated that there has been a positive response to the new system.
