Surabaya Mayor Eri Cahyadi inaugurated and swore in 57 officials within the Surabaya City Government on Friday (June 26, 2026). The dozens of officials inaugurated included Primary High-Level Officials, Administrative Officials, and Supervisory Officials. In his remarks, Mayor Eri Cahyadi emphasized that this job rotation was the result of a rigorous performance-based evaluation and a merit system, not based on personal ties or transactional practices. He ensured that the entire process of transfers and promotions within the Surabaya City Government was transparent, based on calculations by the Position and Rank Consideration Agency (Baperjakat). "I never participate in selecting officials because I don't want this government to be influenced by personal desires. There are no paid positions here, so be grateful. So use your time for the benefit of the people," Mayor Eri Cahyadi emphasized. Mayor Eri explained that the main criteria he sought were not simply intelligence, but figures with a strong commitment and a sense of respect for the people. According to him, this transfer is a corrective measure from previous work. Mayor Eri requested that all officials, from sub-district heads and village heads to heads of Regional Apparatus (PD) be always alert and sensitive to local issues currently facing their residents. "I ask all officials to be sensitive to their residents. Don't sleep while serving as officials. There are residents who can't eat, how can officials sleep?" Mayor Eri emphasized. In this transfer, the Surabaya City Government implemented a strict rule that all officials holding structural positions would be subject to a comprehensive evaluation within six months. Mayor Eri emphasized that he would not hesitate to dismiss officials, even if their tenure had not yet completed six months, if they were proven to be lax in engaging with the community and failing to achieve performance targets. "If the targets are not achieved within six months, I hope you will resign before I remove you. Don't just take the structure; your time, thoughts, and physical resources are not for the residents," he said. In his presentation, Mayor Eri also reminded officials to maintain public facilities, such as pedestrian areas, which are often converted into illegal parking lots and become damaged. He asked the urban villages, sub-districts, the Transportation Agency (Dishub), and the Public Order Agency (Satpol PP) to work together to safeguard these state assets so that the regional budget (APBD) can be allocated for schools and free healthcare. "The city of Surabaya will run well if the bureaucracy is good. If only the mayor steps down but the bureaucratic system isn't functioning, it's the same thing. Today I'm looking for the right people to fill this bureaucracy," stated Mayor Eri. According to data from the Surabaya City Regional Personnel Agency (BKD), of the 57 officials inaugurated, 22 were promoted and 35 were rotated. The inauguration included five high-ranking officials of the Surabaya City Government, including: 1.
