In a major breakthrough, Delhi Police has busted an interstate extortion gang that demanded ₹30 lakh from a builder in Paharganj and allegedly opened fire inside his office after he refused to pay. Police say the attack was part of a larger conspiracy to establish criminal dominance over local builders and businessmen, eliminate business rivals, and create an atmosphere of fear. The investigation has also revealed the alleged involvement of local businessmen. According to police, a local builder and hotel operator, along with his associate, helped the gang by arranging accommodation, organizing meetings, and sharing confidential information about the complainant and his family. The case highlights how organized crime is increasingly receiving support from local networks pursuing personal and commercial interests. The incident took place on June 29, 2026, when an armed man entered builder Mahesh Chand's office in Arya Nagar, Paharganj, demanded ₹30 lakh in extortion, and insisted on an immediate payment of ₹5 lakh. When the demand was refused, he allegedly fired at the builder before fleeing. An FIR was registered at PS Nabi Karim under the Bharatiya Nyaya Sanhita (BNS) and the Arms Act. Delhi Police formed multiple investigation teams under ACP Paharganj Saurabh Narendra. CCTV footage, Call Detail Records, hotel records, electronic evidence, and human intelligence revealed that the accused had conducted reconnaissance and held several planning meetings before executing the attack. The first breakthrough came with the arrest of Vishal Bhati alias Bhanja, whose interrogation exposed the conspiracy. Police later arrested Shakti Singh from Kolkata after he fled Delhi. A history-sheeter from Gautam Buddha Nagar, Uttar Pradesh, he is involved in 13 criminal cases related to burglary, theft, and stolen property. Police identified 23-year-old Pawan Kumar alias Pawan Pehalwan of Bahadurgarh, Haryana, as the mastermind and shooter. Though he projected himself as a financier, investigators claim his objective was to establish himself as a feared extortionist by targeting a prominent builder and creating panic among local businessmen. Police further alleged that local builder and hotel businessman Pawan Kumar alias Pawan Chetli and his associate Rajesh Sachdeva alias Sonu Mota played key roles by arranging meetings, providing accommodation, and sharing sensitive information about the complainant's family. Investigators believe they intended to settle business rivalries and even suggested targeting the complainant's son Rahul Jindal to maximize pressure. After the firing, Pawan Pehalwan allegedly remained on the run while posting videos on social media displaying firearms and glorifying the incident to build a gangster image. Acting on intelligence, Delhi Police tracked him near IP Estate. Police claim he opened fire while attempting to escape, prompting retaliatory firing in self-defence. He sustained bullet injuries to both legs and was arrested. A separate FIR was registered at PS IP Estate. Police recovered a sophisticated pistol, two live cartridges, three spent cartridge cases, and a stolen motorcycle linked to an earlier theft case. Criminal records show that Shakti Singh has 13 previous cases, while Pawan Chetli and Rajesh Sachdeva also have multiple criminal cases. Police believe the operation has dismantled a major interstate extortion network. However, the investigation is continuing to recover the weapon used in the original firing, identify additional conspirators, trace financial links, and uncover the full extent of the criminal network.
