Lewis and Clark County Commission Public Meeting 5-19-26

AGENDA: 1. Pledge of Allegiance 2. Proclamation a. Proclamation Declaring May 2026 as Historic Preservation Month. 3. Consent Action Items a. Letter of Support for Engineering Study Regarding Speed on State Secondary Highway 434 near Wolf Creek. (Montana Department of Transportation) 4. Action Items a. Grant Award to Lewis and Clark County from the Montana Department of Commerce. (Ann McCauley) The Commissioners will consider the Community Development Block Grant (CDBG) - Planning award from the Montana Department of Commerce for the proposed Lincoln Public Safety and Emergency Operations Center project. The award is in the amount of $50,000 with $12,500 provided as local match by the project partners. The period of performance is December 18, 2025, through December 31, 2026. b. Bid Opening. 2026 Chip Seal Project. (Dan Karlin) The Commissioners will consider opening the bid. c. Bid Opening. 2026 Scrub Seal Project. (Dan Karlin) The Commissioners will consider opening the bids. d. Montana Department of Transportation Better Local Bridges Grant Funds Application. (Dan Karlin) The Commissioners will consider the grant application to Montana Department of Transportation for Better Local Bridges Funds in the amount of $608,640 while committing to the 20 percent local match requirement of $152,160 for the Birdtail Road/Flat Creek Bridge Replacement Project. e. Contract Between Lewis and Clark Public Health and Ann Truesdell, LCSW Therapy and Consulting PLLC. (Sarah Sandau) The Commissioners will consider the contract with Ann Truesdell, LCSW Therapy and Consulting PLLC in the amount of $6,000 to facilitate a substance misuse therapy group for Strong Roots Coalition partner organization clients with a period of performance beginning May 7, 2026, through June 30, 2026. f. Contract Between Lewis and Clark Public Health and Skipping Rock Strategies, LLC. (Sarah Sandau) The Commissioners will consider the contract with Skipping Rock Strategies, LLC in the amount of $7,000 to facilitate the Coordinating Hope Summit and conduct patient mapping. The work will begin once signed and be finalized and invoiced by August 14, 2026. g. Department Director Updates. The Commissioners will hear the updates. 5.
