NOTICE OF PUBLIC MEETING The Lewis and Clark Board of County Commissioners Public Meeting will be held on Tuesday, June 23, 2026 at 9:00 AM in Commission Chambers, Rm 330. It is the policy of the Board of County Commissioners to render a decision at a later date after they have had ample time to consider all oral and written public testimony. The BoCC may render a final decision on the same date if substantial new information is not received. Public comment must be limited to matters under the jurisdiction of the Commission. 1. Pledge of Allegiance 2. Consent Action Items 3. Action Items a. Cooperative Law Enforcement Agreement with the Forest Service. (Brian Robinson) The Commissioners will consider the annual operating and financial plan agreement with the USDA Forest Service in the amount of $13,500. The funds are used to perform forest service campground checks within Lewis and Clark County. The period of performance begins January 1, 2026, through December 31, 2026. b. Grant Application to the Montana Board of Crime Control. (Detective Matt Kultgen) The Commissioners will consider this grant application to the State of Montana Board of Crime Control for the STOP Violence Against Women Act (VAWA) grant for FY2027. The requested amount is $120,426.20 which consists of reimbursable funds in the amount of $90,319.65 and $30,106.55 provided in matching funds by the Sheriff's Office. The VAWA grant period begins October 01, 2026, and runs through September 30, 2027. These funds will be used for costs associated with the VAWA deputy assigned to work under this grant. c. Grant Agreement Between Montana Opioid Abatement Trust and Lewis and Clark County Sheriffs Office.(Commander Troy Christensen) The Commissioners will consider a grant award in the amount of $115,200 for Lewis and Clark County, with a performance period from July 1, 2026, through June 30, 2027, to support contractual medical provider services at the Lewis and Clark County Detention Center. d. Grant Award to Lewis and Clark Public Health from the Grace and Harold Sewell Memorial Fund. (Sarah Sandau) The Commissioners will consider accepting the grant award from the Grace and Harold Sewell Memorial Fund for their Learning Partnership Program in the amount of $100,000. The grant period is July 1, 2026 through June 30, 2027. e. Independent Contractor Contract Between Lewis and Clark County and Envirotech Services, LLC. (Dan Karlin) The Commissioners will consider the contract with Envirotech Services, LLC to provide and apply magnesium chloride on a six-mile section of the Sun Canyon Road. Work will be completed by July 30, 2026 for the unit price of $1.30 per applied gallon. f. Lewis and Clark County Noxious Weed Board Bylaw Revision. (Christian Lehnert) The Commissioners will consider the proposed bylaws updates. g. Grant Task Order 27-07-4-31-123-0 Between Lewis and Clark Public Health and Montana Public Health and Human Services. (Fred Sargeson) The Commissioners will consider accepting the grant award from the Montana Department of Public Health and Human Services for the Immunization Program. The term of the task order is from 07/01/2026 through 6/30/2027. The task order provides funding in the amount of $46,695. h. Resolution 2026-44 Canceling Uncalled Warrants Drawn on US Bank of Helena with a Date of Issuance Between July 1, 2024 and June 30, 2025 from the County Clerk's Office. (Larymie Rada) The Commissioners will consider the resolution. i. Resolution 2026-45 Canceling Uncalled Warrants Drawn on US Bank of Helena with a Date of Issuance Between July 1, 2024 and June 30, 2025 from the County Clerk's Office. (Larymie Rada) The Commissioners will consider the resolution. j. Resolution 2026-46 Canceling Uncalled Warrants Drawn on US Bank of Helena with a Date of Issuance Between July 1, 2024 and June 30, 2025 from the Justice Court. (Larymie Rada) The Commissioners will consider the resolution. k. Resolution 2026-47 Canceling Uncalled Warrants Drawn on US Bank of Helena With a Date of Issuance Between July 1, 2024 and June 30, 2025 from the Civil Trust Fund #706. (Larymie Rada) The Commissioners will consider the resolution. l. Resolution 2026-48 Canceling Uncalled Warrants Drawn on US Bank of Helena with a Date of Issuance Between July 1, 2024 and June 30, 2025 from the Treasurer's Office Accounting Department. (Larymie Rada) The Commissioners will consider the resolution. m. Presentation of the Fiscal Year 2027 Preliminary Budget. (Frank Cornwell) The Commissioners will hear the Fiscal Year 2027 preliminary budget presentation. 4. Public comment on any public matter within the jurisdiction of the Commission that is not on the agenda above.
