City Pre Council Meeting 6.16.2026

Hear a presentation by Jay Rucker with Goodwyn Mills Cawood (GMC) of Birmingham regarding a new Watershed Management Plan for the City. Jay reported that Drum Creek and Skirum Creek areas had been identified as "impaired' areas and reported to contain harmful pathogens to adults and children by the Alabama Dept of Environmental Management (ADEM) and also noted by EPA. GMC offered two options to pursue funding by the City to address this hazardous areas. In either case, the EPA will match 50% of the funds needed. However, whether the City pursues grants or funds the project, a official Watershed Management Plan must be prepared and adopted in short order. A lot more work is anticipated to be done by the City. However, when questioned after the work session, no department or city contact individual has been assigned to spearhead the project as yet. Council also discussed an Alabama Department of Transportation project involving Hwy 205, specifically Baltimore and E. Main intersection, Jackson St and Baltimore, S. Hambrick and Main Street and Conway St and 205. This is expected to be completed within the next year. With watershed on the agenda, but after the council work session, the council was asked if this water study had anything to do with the recent proposed FINE to be assessed by ADEM to The Stewart/Perry Company, Inc who is building the Target development. The proposed fine was for failure to follow best management practices of waste water runoff. Noncompliance discharge and accumulation of solids/sediment offsite and in State waters were noted by ADEM. Council president Broadhurst indicated that the file was not the source of the watershed action, but did not comment on the fine. However, Mayor Honea quickly acknowledged that he WAS aware the site had been identified for not following ADEM laws.
