[Reporter] The rain intensified after 2 a.m. The torrential rain is still continuing. Behind me, you can see a valley commonly found in Gangwon Province. Muddy water is pouring down through the narrow valley at a frightening speed. This is the situation in most mountain valleys across the Gangwon region right now. You could be swept away by the water in an instant or become isolated. Approaching the swollen water or camping is strictly prohibited. A heavy rain advisory has currently been issued for the entire Gangwon region. In particular, heavy rain warnings have been in effect since 4:30 AM for Cheorwon, Hwacheon, Chuncheon, and Hongcheon. Following a narrow band of clouds, the rainfall is exhibiting capricious patterns that vary significantly from region to region, even within Gangwon Province. Over 120mm of rain fell in many areas, including Cheorwon and Inje, during the nine hours starting from midnight. Even now, heavy rain exceeding 40mm per hour is falling in some parts of Cheorwon. However, aside from road closures due to rockfalls on National Highway 31 in Yeongwol and fallen trees in the Chuncheon area, no casualties have been reported yet. It is said that this rain will continue until tomorrow. In Gangwon Province, prolonged heavy rain is a major concern as it weakens the ground, potentially leading to landslides with a high risk of casualties. There are approximately 3,300 landslide-prone zones managed by Gangwon Province. Heavy rain has also fallen in North Korea. Water levels in the nearby Bukhan River, Hantan River, and Hwa River are also gradually rising, so nearby residents need to exercise caution. Due to heavy rain, dams in the upper reaches of the Han River have also begun releasing water. The Paldang and Cheongpyeong Dams reopened their floodgates at 6 a.m., and the Uiam and Chuncheon Dams, located at the uppermost reaches of the Bukhan River and monitoring the situation, have also decided to open their floodgates for the first time this year. The operation is scheduled to begin shortly at 10 a.m., with plans to initially release approximately 300 to 400 tons per second downstream.
