Stefano Crestini, Presidente di Anaepa Confartigianato Edilizia, su Piano Casa e badge di cantiere
The Housing Plan, definitively approved by the Senate on July 1st, represents "a necessary measure," but it must be accompanied by adequate financial resources and promote local businesses. This is the position expressed by Stefano Crestini, President of Anaepa Confartigianato Edilizia, who also addressed the issue of the construction site badge, arguing that the new tool must truly simplify compliance for businesses. Regarding the Housing Plan, Crestini emphasizes the importance of addressing the housing emergency while taking into account demographic and social trends, with housing suitable for an increasingly aging population, single-person households, and single parents. According to the President of Anaepa Confartigianato Edilizia, the decision to entrust the implementation of the plan to a Commissioner is a positive one, as he should be able to operate with rapid procedures while ensuring transparency and regularity. President Crestini also emphasizes the need to support the Plan with adequate resources, including through structural intervention by the European Union, and calls for enhancing the role of local businesses. Crestini Some public-private partnership mechanisms should be revised, particularly the minimum threshold of one billion euros and the 30% share allocated to private investors, which risk penalizing interventions in peripheral areas and small municipalities. Among the proposals put forward by the President of Anaepa are targeted exemptions from urban planning tools to encourage the recovery of unused building stock in villages and areas at risk of depopulation, as well as tax incentives to help young couples purchase social housing and support the birth rate. Regarding the construction site badge, Crestini reiterates that safety and legality are top priorities for the Confartigianato system, but urges careful evaluation of the experience launched in the earthquake crater area before extending the model nationwide. "We are in favor," he explains, "if the badge becomes a simplification tool, capable of digitizing documentation, reducing paperwork, and gathering all worker-related information, from training to safety to professional qualifications, in a single medium." On the contrary, he warns According to Anaepa President, if the new system were to result in additional bureaucratic burdens, it would ultimately place a burden primarily on companies that already operate in full compliance with the rules. For this reason, Anaepa confirms its willingness to discuss the matter with the Ministry of Labor, requesting that any potential extension of the badge take into account the structure of the construction sector and the prevalence of small and medium-sized enterprises that characterizes the Italian industry.
