Zaira Navas: Impacto multidimensional del régimen de excepción en las mujeres y niñez de El Salvador
Title (EN): Presentation by Zaira Navas in the Context of the Conference ‘Rule of Law, Human Rights and Persons Deprived of Liberty in El Salvador, Guatemala and Nicaragua’ Title (ES): Presentación de Zaira Navas en el marco de la Conferencia ‘Estado de derecho, derechos humanos y personas privadas de libertad en El Salvador, Guatemala y Nicaragua’ On 7–8 May 2026, the international conference “Rule of Law, Human Rights and Persons Deprived of Liberty in El Salvador, Guatemala and Nicaragua” took place at Universidad Rafael Landívar in Guatemala City. Organised within the framework of the IMPACTUM project, funded by the European Research Council (ERC), the conference brought together more than 40 participants and 36 experts, including academics, legal practitioners, journalists and human rights defenders. Over two days, participants attended eight panels and presentations addressing some of the most pressing human rights challenges in Central America, including political violence, arbitrary detention, criminalisation, exile, democratic erosion, mechanisms of control, the role of justice systems, states of exception, and the protection of persons deprived of liberty. In this video, Zaira Navas, human rights expert and lawyer at Cristosal, Guatemala, delivers her presentation entitled ‘Impacto multidimensional del régimen de excepción en las mujeres y niñez de El Salvador’, as part of Panel 5: ‘Impactos de la criminalización, detención arbitraria y privación de la libertad’. Her presentation reflects on the multidimensional impact of the state of exception on women and children in El Salvador, with particular attention to arbitrary detention, criminalisation, family and social consequences, human rights guarantees, and the protection of persons deprived of liberty.
