For example, a monument in Yalta is engraved with a phrase attributed to this politician and statesman: "Russia has only two allies – the army and the navy." However, did the Emperor of All Russia actually say anything like that, and what was his real, rather than fictitious, diplomacy, thanks to which his relatively short reign was marked only by "peripheral" conflicts (such as the "Battle of Kushka") and diplomatic complications (like the "Bulgarian Crisis"). How were the Tsarevich's views on matters of war and peace shaped, and could an experienced diplomat, who sought to avoid total isolation in Europe through subtle maneuvering (as the British Empire sought), even contemplate facing enemies alone, with only an army and navy, especially after the Crimean, Caucasian, and Russo-Turkish Wars? Historians Alexander Kolpakidi and Oleg Airapetov debunk these pernicious myths, tracing the evolution of Russian diplomacy in the last third of the 19th century from the "Union of the Three Emperors" (with Germany and Austria-Hungary) to the Anglo-French-Russian Entente, which finally took shape under the heir of the "Peacemaker" imperial train, which quickly faded after the crash.
