Add 1 liter of water and let sit for 1 hour or overnight. 【2】In a pot over medium heat, remove the kelp just before it comes to a boil. Once boiling, add bonito flakes and cook over low heat for 3 to 4 minutes. 【3】Turn off the heat and let stand for 2 to 3 minutes, then strain the mixture through a colander lined with kitchen paper. (*When squeezed, the dried bonito flakes will taste bitter, so use without squeezing.)
