Before more than 60 political parties from 42 countries gathered at the European People's Party's Freedom Forum in Madrid, the leader of Venezuelan democracy announced her intention to return to the country and categorically denied predictions of a possible civil war. In parallel with these statements, the Delcy Rodríguez regime and a group from the former opposition announced a work plan to begin in August, ostensibly to strengthen democracy. This initiative comes after meetings between Jorge Rodríguez and Dinorah Figuera, president of the National Assembly elected in 2015, who traveled to Caracas with Washington's support days before the June 24 earthquakes.
