Promesas sin cumplir: el Anillo Vial y las casas abandonadas en Independencia

We entered the abandoned houses of the Anillo Vial Periférico project, located in the Independencia district of northern Lima, to reveal a rarely seen reality: homes expropriated years ago that now lie completely abandoned, transformed into hotspots of insecurity, urban decay, and health hazards. This project was presented as a key undertaking to improve mobility in Lima and Callao. However, while construction remains stalled, these neighborhoods are left with uncertainty, neglect, and uncontrolled urban spaces. During our visit, we showed the interior and exterior of some of the houses, where spaces that were once homes are now covered in garbage, rubble, and signs of informal occupation. Residents report the presence of rats, unsavory individuals, and the constant fear they live with every day. We also explained that some families still remain in the area because they have not reached a final agreement with the government, and that areas designated for parks have been invaded, creating a new conflict when construction resumes.
