We count every number's frequency, then for each base we keep squaring (x → x² → x⁴ …), adding 2 to the length as long as the current value appears at least twice (enough to sit on both sides of the chain). When a value can't be paired, we cap the chain: +1 if that peak value exists once, otherwise -1 to drop the unpaired tail back to an odd length.
