At the public hearings on the waste incineration plant project held on May 26, a Uralsk resident uncovered numerous weaknesses in the documents submitted by the investor. Lyubov Titova, as she introduced herself, attended the hearing online. In response to her questions, representatives of Eco Zapad LLC were forced to admit that their waste disposal facility project has many gaps. The waste disposal facility that Eco Zapad LLC plans to build is the fifth site in Zachagansk containing hazardous waste: a sewage treatment plant (STP), a municipal solid waste landfill, a waste sorting facility, and an abandoned toxic waste landfill. This is a concern for Zachagansk residents. Eco Zapad LLC is preparing to build its hazardous waste incineration facility, with a capacity of 40,000 tons per year, on the site of a waste sorting facility along the Saratovskaya Highway. He promises to invest 200 million tenge. About 40 people attended the hearing—residents of the village, representatives of the media, and public organizations. The power was out in the hall due to a power outage in Zachagansk. Deputy Mayor of Uralsk, Azamat Khalelov, attended the hearing along with a police officer. Khalelov explained that the site chosen for the fifth production facility in Zachagansk, on the territory of a waste sorting complex, was because similar facilities are already concentrated in that area. Construction of a new landfill is planned 15 kilometers from Uralsk, in the Baiterek district. However, according to him, utilities for the construction of a waste disposal facility there have not yet been installed. At the end of the hearing, the organizers limited themselves to asking the residents present a single question: did they have any questions? Then, the presiding Deputy Mayor of Zachagansk, Nurbolat Mukhitov, quickly closed the hearing and left. He did not propose a vote for or against approving the waste incineration plant project. So the decision of the hearing participants remained uncertain.
