The authorities presented an ambitious city development plan—with two bridges across the Chagan River, a new bypass road, industrial zones, and the construction of dozens of schools and kindergartens. However, the main question—how this would be funded—remained unanswered, and the inclusion of a 35 billion tenge bridge once again sparked protests from residents. The repeat public hearings on amendments to the general plan last Sunday were more successful for the city administration. The entire general plan presentation was projected on a giant screen in the Atameken Cultural Center, and Mikhail Shcherbinin, chief architect of Grado LLC, was well-versed in the draft general plan for Uralsk, explaining the city's development prospects through 2040. The project's chief architect admitted that they had encountered difficulties due to government agencies' neglect of urban planning regulations in previous years. They often encountered violations of red lines and the seizure of forestry land for businesses and housing. Flood-prone areas will not be included in the general plan for housing construction. The villages of Michurino and Asan will be included within the city limits, but Podstepnoye will not. Construction of a bypass road will begin, and its ring road will be completed by 2055. A section of the railway linking Uralsk with Makat in the Atyrau region will be built on one of its sections beyond the airport. On the outskirts of the city, areas have been allocated for new industrial sites—industrial zones. Owners of industrial enterprises within the city limits have been warned that they must be prepared for a reduction in sanitary zones and, therefore, improve their manufacturing processes to reduce harmful emissions. The principle of compact city development is dense. The draft general plan delineates zones for low-rise and high-rise residential development. A new park with a seasonal recreation area will be built in the Myasokombinat area in the bend of the Ural River. The Derkul district will not see significant development due to the anthrax burial ground in the area. The draft general plan calls for the construction of 79 kindergartens, 36 schools, 3 clinics, 2 hospitals, 11 multifunctional community centers, and 5 sports complexes over the next 20 years. The city's primary development area is in the west, in the Akzhayik microdistrict, where a new public and business center will be built. The draft general plan includes the construction of two bridges across the Chagan River in the central part of the city. The first bridge is planned to connect to Aliya Moldagulova Street. It will be on stilts, Shcherbinin explained. "We have significantly reduced the number of buildings slated for demolition and the purchase of land plots," he added. The second bridge will connect to Sarayshyk Street, then through Perevalochnaya Roshcha with access to the Samara Highway and the airport. City resident Tlek Tureshev asked why the construction of bridges across the Chagan River was included in the draft general plan, even though city residents had opposed it at public hearings. "I consider building a bridge, especially at that price (35 billion rubles – UN), inappropriate," he stated. A response from the city's deputy akim, Azamat Khalelov, indicated that the public hearings were held in December 2025. Tureshev countered that they were held in secret from city residents and should therefore be declared invalid. Khalelov said he could hold a separate meeting with interested parties regarding the bridge. He stated that the design and estimate documentation would be completed next year, with construction expected to begin in 2027 and be completed in 2029. A representative of Grado LLC recalled that the project to build a bridge across the Chagan River with access to what is now Saraishyk had been included in the general plan since the 1980s. Amendments to the draft general plan will be sent for state review, after which it will be reviewed by the maslikhat.
