Somewhat overshadowed by the modernization of the land forces and air forces, European capitals are investing heavily in the construction of surface ships. Portugal recently reached an agreement with Italy to acquire three new frigates, while Belgium is threatening to withdraw from a joint purchase of three vessels with the Netherlands.
