Principios Méndez

The Principles on Effective Interviewing for Investigation and Information Gathering, or the "Méndez Principles," aim to modify police practices by replacing interrogations with interviews based on building trust. I discussed this topic with Verónica Hinestroza. Verónica is a consultant, Associate Expert at the Omega Foundation, Fellow at the University of Bristol in England and the Institute for Peace and Reconciliation in South Africa, and co-editor-in-chief of the Journal of Disappearance Studies. With 25 years of experience in Latin America, Europe, and Africa, her work focuses on the intersection of international law and criminal and transitional justice at the national level. She was a member of the Steering Committee that developed the Principles on Effective Interviews for Investigative and Information Gathering (known as the Méndez Principles) and is a co-author of the UN Handbook on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (2022 version, known as the Istanbul Protocol).
