Juan Ramón Rallo addresses the complexities of the Non-Aggression Principle (NAP), noting that its acceptance is not universal, even among its proponents, due to the diverse interpretations that exist. He explains that for a political anarchism based on the NAP to be a robust Nash equilibrium, it is essential that actors accept it without attempts by minority coalitions to overthrow it. However, Rallo argues that in practice, the non-universal acceptance of the NAP, whether due to its subordination to other principles (such as equality or social cohesion) or to explicit rejection, creates a scenario of political negotiation where violence, although costly, can be an intelligent evolutionary strategy. He goes on to explain that renouncing the NAP can confer advantages in this political negotiation, since the aggressor can exploit the victim through a "tribute" or "tax," reducing the costs of violence. Rallo also posits that the NAP is insufficient to address all social problems, especially the provision of public goods such as defense.
