Home Affairs Minister Tito Karnavian's Humorous Dig at Papuan Officials: Don't Drink with Your Money Home Affairs Minister Tito Karnavian attended the 2026 Papua Regional Government Outstanding Achievement Award, held by the Ministry of Home Affairs in collaboration with Tribun Network at the Suni Hotel in Abepura, Jayapura, on Monday evening (June 22, 2026). The event was attended by 42 district/city heads and six governors from the Papua region. Also in attendance were three Deputy Ministers of Home Affairs: Ribka Haluk, Bima Arya Sugiarto, and Wiyagus, as well as Tribun Network CEO Dahlan Dahi. In his remarks, Tito explained the government's rationale for changing the award system from a national level to six regional levels. He explained that the scheme was designed to give regions a more equal opportunity to compete. He stated that under the previous national system, regions with stronger fiscal capacity tended to dominate awards, making it difficult for regions in eastern Indonesia, including Papua and Maluku, to compete. Therefore, the government divided the assessment into several regional clusters, including the Papua cluster, which brings together six provincial governments and several regencies and cities serving as provincial capitals. Tito hopes this system will encourage regional governments to continuously improve their performance and innovate in development. On that occasion, Tito also revealed that the Ministry of Home Affairs has prepared assistance funds for regional governments that receive awards. The first-place region will receive Rp3 billion, the second-place region Rp2 billion, and the third-place region Rp1 billion. He explained that the government is working to increase fiscal incentive funds for regions through coordination with the Ministry of Finance and Commission II of the Indonesian House of Representatives (DPR RI). While explaining the mechanism for distributing these funds, Tito joked with the regional heads present. "So, don't take the money and then go drinking. No. We'll transfer the money to the regional budget account, supplementing the regional budget. You can use it for any activity, as long as it's for the people," Tito said, to laughter from the audience. According to Tito, the incentive funds will be added to the Regional Budget (APBD) so they can be used for various programs that directly benefit the community. He emphasized that the main purpose of providing incentives is to encourage local governments to improve the quality of public services, governance, and development that impacts community welfare.
