More than 2.1 million residents are registered in the CadÚnico (Single Registry for Social Programs), reflecting a structural poverty that transforms living into a daily exercise in renunciation. Faced with contractual adjustments already applied or signaled for energy and water, the population faces forced choices between food, transportation, and housing.
