In 2005, the "UkrAVTO" corporation of Tariel Vasadze bought the Polish Passenger Car Factory (FSO) in Warsaw for a symbolic 100 zlotys (23 euros)—that is how much the State Treasury of Poland received for the privatization of the enterprise, which was supposed to save it from bankruptcy. In exchange, the Ukrainian investor promised the Poles to preserve and increase production, guarantee about 2.2 thousand jobs, and launch a new car model. Subsequently, the Ukrainian owners quietly dismantled all the equipment and moved the production facilities to Ukraine. In 2012, the Polish State Treasury filed a lawsuit against ZAZ. The authorities accused the investor of failing to meet obligations and demanded over $70 million in compensation. This scam of the century in Poland did not happen without the Polish customs service, which allowed an entire automobile plant to be exported from the country. At that time, Poland had already gone through 10 years of preparation for European integration, had experienced mass arrests and dismissals of customs officers in the 1990s, and had been a member of the EU for several years, supposedly implementing customs reform. Despite all of this, Polish customs officers in those years were considered the most corrupt in the EU, the country’s eastern borders were a sieve through which massive streams of contraband flowed into Europe. And now, in 2025, it is Poland that is leading the reform of the EU customs union during its presidency of the EU Council. So how did they achieve this?
