Bulgaria and Romania are part of the Eastern Balkan countries, which, after joining the European Union in 2007, became the eastern gateway to Europe. The Bulgarian customs service is the first European barrier on the route of goods from Turkey, from where significant volumes of counterfeit products, excise goods, and illegal cargo enter the EU. For a long time, Bulgaria had the reputation of being a "hole" in the European customs system—a country where smuggling and informal practices became an integral part of the economy. Despite numerous government promises of "full reform" of customs, effective changes have not occurred. Romania, at first glance, demonstrates a more active dynamic of reforms. However, this progress is rather technological in nature. As with Bulgaria, the modernization of procedures has not led to a systematic displacement of shadow practices. These two countries have similar problems—technological upgrades without deep depoliticization and the dismantling of corruption networks. Thus, a common open question for both countries remains—to what extent have the customs reforms implemented become not only technological in form but also institutionally effective in substance?
