In November 1945, Kim Gu and his party arrived in Shanghai from Chongqing, then home of the Provisional Government, on a plane provided by the Chinese government. A crowd of 6,000 warmly welcomed Kim Gu. He wanted to return home immediately, but his journey was halted. The US government demanded that he return as an individual, not as part of the Provisional Government. After much discussion, Kim Gu and other Provisional Government officials ultimately signed a pledge pledging to return as an individual. There was no other way to return home. A steady stream of visitors flocked to Gyeonggyojang, Baekbeom's private residence, to visit him after 27 years. As public interest in Kim Gu soared, the US Military Government permitted Kim Gu to broadcast his voice for two minutes.
