On August 15, 1945, upon hearing news of Japan's surrender, Yeo Un-hyeong expedited preparations for the establishment of a new nation. He immediately formed the Joseon National Establishment Preparation Committee, which included both leftist and rightist figures. The day after liberation, he delivered a speech announcing the committee's establishment at Whimoon High School. The committee assumed effective administrative power on August 16. By the end of August, 146 committee branches had been established nationwide. In early September, Yeo Un-hyeong reached an agreement with the leftist Park Hon-yong to establish a unified government. On September 7, the Joseon People's Republic was proclaimed with the committee at its center, with Syngman Rhee elected as president and Yeo Un-hyeong as vice president. The US military entered Seoul on September 9. On that day, the transfer of power took place at the Japanese Government-General of Korea. The transfer of power was not to the Korean people, but to the United States. The Japanese flag was lowered at the Japanese Government-General of Korea, but the American flag was raised. Upon receiving the surrender document from Japan, the US military immediately established military rule. On October 10th, the US military ordered the dissolution of the Korean People's Republic. The situation in the northern part of the Korean Peninsula was similar. Soviet troops, who had advanced as far as North Hamgyong Province at the time of liberation, entered Pyongyang on August 26th.
