The Law of Introduction to the Norms of Brazilian Law, since its enactment by Decree-Law No. 4,657 on September 4, 1942, has played an important role in the legal system, both for the interpreter and the creator of legal norms. Known as a norm on the norm, it guides the Legislative Branch regarding the effects and scope of the law and, based on the innovations of Law No. 13,655/2018, establishes rules on legal certainty and efficiency in the creation and application of public law.
