Harrrison Kiarie, Counter terrorism prosecutor, ODPP, Kenya

We recently held a sensitisation and training sessions for some of Kenya's leading judges on counter terrorism and terrorist financing and counter terrorism efforts, This workshop, made possible through funding of our project by the European Commission, was part of a series of workshops and training, which we jointly organised with the Kenya Judiciary Academy and the U.S. Department of Justice, Criminal Division, since 2019. This workshop sought to increase the judges' understanding of criminal terrorist networks, their modus operandi and how their illicit finances flow. To enrich an interactive dialogue and encourage inter agency cooperation, we invited officers from the Office of the Director of Public Prosecution, the Anti-Terror Police Unit, the National Counter Terrorism Centre, the Asset Recovery Agency among others. Harrison KIARIE, a counter terrorism and organised crimes prosecutor from ODPP Kenya was one of our invited speakers at the workshop, discussing the challenges that prosecutors go through when handling terrorism cases. In his presentations, he also explored possible avenues of collaboration and understanding between prosecutors and judicial officers and how to best understand each side's point of view and expectations. Talking to us later on the sidelines of this workshop, Harrison pointed out that regular interaction with the judges and having dialogues such as was made possible by the workshop was good for fostering common understanding amongst all the players in the criminal justice section tasked with investigating, prosecuting and adjudicating terrorism cases.
