Chapter 1. The Nature of EU foreign policy In this chapter, Stephan Keukeleire (KU Leuven) and Tom Delreux (UCLouvain) analyse the complex multi-faceted, multi-method and multi-level nature of EU foreign policy. They discuss the role of national foreign policies of member states and the different areas of tension – such as European integration vs. Atlantic solidarity, civilian vs. military power, intergovernmental vs. community method and external vs. internal objectives. They also introduce the concepts relational and structural foreign policy.
