Chapter 3. The EU's Foreign Policy System: Actors In this chapter, Stephan Keukeleire (KU Leuven) and Tom Delreux (UCLouvain) provide insight into the various actors that play a major role in the EU’s foreign policy system, including the European Council, the Council, the Commission, the High Representative/Vice-President and European External Action Service (EEAS), the European Parliament, Court of Justice and other important actors. They consider the role of these actors in the context of a continuum between the intergovernmental and community method of policy-making in the EU.
