FLORIDA Watched Its Manatees STARVE To Death — Then DID The Unthinkable!

December 2021. A warm-water discharge canal south of Cape Canaveral, Florida. Workers in high-visibility vests dumped crates of romaine lettuce into the water. Hundreds of manatees gathered in the canal — the warm-water discharge from the Florida Power and Light plant is one of the few places along that coast where the animals survive winter. Most of them were emaciated. Ribs pressed against skin. The vets on the boat could count vertebrae without a caliper. Nobody in the history of American wildlife management had ever done this before. Under Florida law and federal marine mammal protection statutes, feeding a wild manatee is a criminal offense. If any private citizen had thrown a head of lettuce into that same canal, they would have been fined thousands of dollars. But the Florida Fish and Wildlife Conservation Commission and the United States Fish and Wildlife Service had come to a conclusion nobody had wanted to reach: if they didn't feed the manatees, the manatees were going to keep dying. Over the previous twelve months, 1,101 manatees had died — the highest death toll ever recorded for the species. What killed them wasn't boats. It was starvation. But here's the twist — the Indian River Lagoon, a 156-mile estuary on Florida's east coast, had been the manatees' winter feeding ground for a hundred years. Starting in 2011, nutrient pollution from agricultural runoff, sewage, and septic tanks triggered massive algae blooms. Between 2011 and 2020, over 90% of the northern lagoon's seagrass biomass died. The animals had nowhere to eat. Patrick Rose — aquatic biologist and Executive Director of Save the Manatee Club, who had worked on manatee conservation since the 1970s — said it plainly: "Having lost hundreds of manatees to starvation, that's never happened before." Dr. Martine deWit, FWC's marine mammal veterinarian, performed necropsies on the emaciated carcasses. Between 2020-2022, over 2,000 manatees died. The emergency response was unprecedented: Winter 2021-22, officials distributed 202,155 pounds of romaine lettuce ($117,000). Winter 2022-23: 400,000 pounds. Fish & Wildlife Foundation of Florida bought the lettuce. DUDA Farms supplied at discount. FPL's NextEra Energy Foundation donated $25,000. By 2023-2025: 5,000+ acres of seagrass regrew and the Unusual Mortality Event was officially closed in early 2025. But in April 2025, a federal judge ordered Florida to actually address the underlying pollution — the lagoon is still degraded, restoration is estimated at $6 billion, and Rose remains skeptical the closure was earned.
