Palembang Government in the 1950s Mang Dayat Episode From 1950 to 1954, the city of Palembang was led by Mr. Sudarman Ganda Subrata, who was appointed mayor based on a Decree from the Minister of Home Affairs issued on July 9, 1950. It was during this period that Palembang began to reform, a city with a new government that had to build its foundations. During Sudarman's leadership, the Palembang City Council (DPRD) was formed, chaired by Mayor Sudarman Ganda Subrata. After the formation of the DPR, its first session was held on June 11, 1951, with the main agenda being to discuss the Palembang City emblem. By 1954, physical development was underway. Despite existing limitations, the spirit of development was high during this period. Major plans were put forward, including the construction of the Musi Bridge, the construction of Musi Boulevard, and the construction of public facilities. So, what were the financial difficulties? How could they be built? During this period, Palembang was led by R.A. Abusamah served as acting mayor in 1954, followed by H.M. Ali Hamin, S.H., who served from 1955 to 1960. During his leadership, Palembang's physical development began to flourish. Due to limited funds, the city of Palembang ultimately borrowed from the central government. The first project was the construction and expansion of markets. The loan was proposed by the Palembang City Council on November 14, 1954. The loan proposed by the City Council was Rp 6,000,000. The markets built or renovated were Lingkis Market, Kertapati Market, Lemabang Market, Buah Market, and Kuto Market. The loan for Lingkis Market was Rp 1,800,000 with 5.5 percent interest. Further development in Palembang included the construction of 72 public housing units in Sungai Buah and 80 units in Talang Batu. The loan was granted by the Central Housing Department. However, only 80 houses were approved for Rp 1,680,000. Besides housing, another pressing issue was the expansion of clean water, with a loan of Rp 15,000,000 from the Savings Bank. Road construction was also prioritized in the 1950s, funded by the proceeds. The South Sumatra provincial government subsidized the construction of Jalan Jenderal Sudirman to the current IP intersection. This is why Jalan Jenderal Sudirman in Palembang is the first street in Indonesia to bear General Sudirman's name. Furthermore, Jalan Jenderal Sudirman was the first street to be named after him. The construction of Jalan Sudirman still refers to the city plan created by Ir. Thomas Karsten in 1930. A major initiative undertaken by the Palembang government in the 1950s was to champion the Ampera Bridge construction project. In 1953, the initial budget for the Ampera Bridge, then called the Musi Bridge, was allocated by the Palembang City Government for only 30,000 rupiah. This budget was considered a lure, but the delegation continued to lobby the central government to find a way forward. In 1957, a construction committee was formed, consisting of the War Commander of the IV/Sriwijaya Military Regional Command, Harun Sohar, and the Governor of South Sumatra, H.A. Bastari and his running mate, Palembang Mayor M. Ali Amin, along with Deputy Mayor Indra Caya, approached President Soekarno. The idea was approved by President Soekarno, provided that open parks be built at both ends of the bridge. This is what we call "parks" downstream and "streets across the river." However, due to budget constraints, these parks were not fully completed. The Ampera Bridge was built in April 1962 and completed in May 1965. It was then inaugurated on November 10, 1965, by the Governor of South Sumatra, Brigadier General Abujazid Bustomi. Another major plan undertaken by the Palembang city government in the 1950s was to build an orderly and modern residential area. This project was called PCK, or Special Development Project, and was expected to receive a central loan of 50,000,000 rupiah. Unfortunately, the project was not completed due to unfulfilled loans. Ultimately, implementation was carried out according to the city government's capabilities. This PCK area is now known as the Rajawali area.
