Disgusting Dual-Pancake Locomotive from eBay - Will it Run?

I was browsing eBay and I found an old project locomotive someone had clearly put some effort into. It didn't appear to be in great shape so not many people showed up to the auction and I was able to get the loco for under $10. After unboxing it, it was clear just how many changes had been made to the loco. It seems like someone combine two mid 80s pancake drives to up the pulling capacity. The wiring was a mess and one of the motors wasn't able to get power anymore. This is far from the most tricky repair I've done but it did need some TLC to get it running again.
