They were slow to act because there were indeed individuals within the government institutions in North Sumatra who planned to form a Revolutionary Council. However, the efforts of the supporters of the G30S PKI in North Sumatra were ultimately thwarted. On October 2, 1965, Commander of Mandala I/Deputy Chief of Staff of the Sumatra Region (Deyah Sumatera) Major General TNI AJ Mokoginta in his daily order ordered all ABRI members in Sumatra to remain vigilant in carrying out the President's Order. And always follow the instructions of the Commander. On October 5, 1965, General Mokoginta firmly stated that the so-called "Council of Generals" did not exist at all. He emphasized that the so-called "Movement to Save the Indonesian Revolution" was not true and the movements they carried out were no different from the "Councils" that once existed but were later destroyed, such as the "Elephant Council", "Banteng Council", and others. Therefore, said Mokoginta, the efforts of the G30S/PKI which had formed the Revolutionary Council must be destroyed. The followers of the movement must also be cleaned out of the government apparatus in North Sumatra by means of suspension, dismissal and deactivation based on the instructions of the North Sumatra Pepelrada. Not only that, within the ABRI there will also be a cleaning action by detaining ABRI members who are suspected of being involved in the G3OS/PKI. Meanwhile, to overcome the security situation, on October 10, 1965, Major General Mokoginta as Commander of the Mandala Siaga I Kolaga I Command with his Letter of Command Number Prin 031/0 1965 ordered the leaders of political parties and mass organizations, from the Level I Region to the Sub-district throughout Sumatra, firstly, must not leave their respective residences to facilitate consultation at any time. Second, if for some reason they are forced to leave their residence, they are required to report first to the local agency by providing information on the address of the destination. As a follow-up to this decision, the fourth meeting of the Commanders of the Armed Forces throughout Sumatra was held at the Pepelrada Sumatra Komando Mandala Siaga I (Kolaga I) in the city of Medan. The meeting discussed political statements regarding the demands for the dissolution of the PKI and its mass organizations. Furthermore, the Pangkodahan "G" and "D" were ordered to conduct raids and screening at airports and ports for people who were leaving or coming, especially for people from certain political organizations and mass organizations. In addition, raids were also carried out on weapons and documents related to the G30S/PKI. Meanwhile, the situation in Medan was heating up. The people's anger towards the G30S/PKI had become so overwhelming. Demonstrations were held. The destruction of buildings, PKI headquarters and its mass organization headquarters could not be avoided. Important documents were seized from the hands of the PKI rebels. Also confiscated was the red and white flag with a picture of a hammer and sickle on the upper left edge. There were also large portraits and pictures of PKI leaders. On October 18, 1965, the Deputy Chairman of the DPRD-GR of the North Sumatra Region proposed to President Soekarno that political parties and mass organizations involved in the G30S/PKI incident be disbanded. The Minister of Home Affairs was also urged to dismiss members of the DPRD-GR of North Sumatra from the PKI Faction. Meanwhile, the directors of the State Plantation Company (PPN) and the representative offices throughout North Sumatra with a Joint Decree dated October 19, 1965 had temporarily banned the activities of the PKI and its mass organizations such as Sarbupri, SOBSI, SBKP, Pemuda Rakyat, Gerwani, CGMI, PPI, Lekra, IPPI, HSI, BTI, Perhimi, and others. Thanks to good cooperation between ABRI and the people, disturbing acts in the form of illegal kidnappings and murders that might become widespread could be prevented. Furthermore, to destroy the G30S/PKI, the Action Unit to destroy the G30S was formed in North Sumatra. The main aim of forming this unit of action is to destroy all the elements and masterminds of the counter-revolutionary movement calling itself the September 30 Movement.
