Pulse Dial Detection and Mechanical Ringing

With help from this similar SLIC phone line project: https://github.com/ktownsend-personal... I have started re-integrating the SLIC functionality into the new ESP32 phone line architecture. Using an old mechanical rotary dial phone, I was able to verify that the SLIC had enough power to ring the mechanical bells, and now pulse dialed digits are also detected in the system.
