Community Houses are one of the great promises of the National Recovery and Resilience Plan (NRRP) for Italian healthcare: 1,288 facilities are planned, one for every 40,000-50,000 inhabitants, modeled after Tuscany, Emilia-Romagna, and Veneto. But the initial concrete data tell a different story, and in this video I analyze it point by point. The problem isn't the walls. The NRRP funds the construction of the facilities, not the people who will work in them. The real risk is that the Community Houses will become empty shells: out of the 1,038 planned in the initial phase, 660 have been activated, but activated doesn't mean functioning. Let's talk about: what the data on Community Houses really say - why the rhetoric of "a shortage of doctors and nurses" hides a management problem, not a numerical one - nurses relocated from hospitals to facilities often without patients - the reform of general practice and why it failed - who are the IFOCs, family nurses, or community nurses, and the regulatory confusion surrounding them - the disconnect between regional politics and the real world.
