By February 1995, Russian federal forces had taken control of Grozny after months of heavy fighting, but Chechen resistance continued. As Moscow sought to consolidate its authority, Chechen separatist fighters increasingly relied on guerrilla tactics and raids against Russian forces. In June 1995, Chechen militants seized hundreds of hostages in the Russian town of Budyonnovsk, exposing the limits of Moscow's military strategy in Chechnya.
