How to balance, part 0. Tuning

In this series i go over each character and suggest ways to even out the playing field between them. In order to do this more thoroughly each character will get their own video dedicated solely to them. This first video covers the format i will he using as well as all tuning and passive related changes i wish to make. These tuning and passive changes will be mentioned again later once a character that is significantly effected by the changes comes up.
