Some of Rubicon History's most-watched programs: 1993 was one of the most critical turning points not only in Azerbaijan's foreign policy history but also in Türkiye's. Following the collapse of the Soviet Union, newly independent Azerbaijan faced a major political crisis while still trying to build its state institutions. President Abulfaz Elchibey was removed from power, Heydar Aliyev came to power, and Ankara's stance during this period has been debated for years. Did Turkey really abandon Elchibey? Why did Süleyman Demirel send money to Heydar Aliyev from the secret fund? What choices did the state make? In this program, we examine the period from Abulfaz Elchibey's rise to power to the 1993 coup in all its aspects. Why did Elchibey's independent policy towards Russia and Iran disturb Moscow? How did the Baku-Ceyhan Project change the balance of power? How did the Suret Huseynov rebellion begin? Why did Elchibey leave Baku? Under what circumstances did Heydar Aliyev come to power? What policy did Ankara pursue during all these developments? During the most difficult days of the Karabakh War, Azerbaijan was under immense pressure both on the battlefield and politically. The occupation of Kalbajar, coordination problems within the army, and the influence of pro-Russian cadres further deepened the crisis. Elchibey, while trying to keep his country afloat, also struggled with an armed rebellion within the country. During this period, the support that Türkiye provided, as well as the support it withheld, was debated for many years. The requested evacuation helicopters, the criticisms in Parliament, and Muhsin Yazıcıoğlu's statements remain relevant today. Throughout the program, we also examine in detail the special relationship between Süleyman Demirel and Heydar Aliyev. The economic support provided to Nakhchivan, the alleged aid sent from the secret budget, the information shared by Murat Yetkin, and the statements made years later by Cavit Çağlar, open a different perspective on Ankara's policy towards Azerbaijan.
