Angélica Lugo At the National Institute for Female Orientation (INOF), located in Los Teques, Miranda state, inmates sing the Venezuelan national anthem, wear uniforms, maintain close order, play in a symphony orchestra, play sports, prepare sweets, breads, and cakes in the bakery, and also sew purses, bags, and clothing in the textile area. Inmates who have been detained at the INOF for more than five years have witnessed the changes in Venezuela's only women's prison. The prison is implementing the New Penitentiary Regime, the plan promoted by Penitentiary Services Minister Iris Varela to strengthen security in prisons and regain control of prisons that have been ruled by negative leaders, known in the country as "pranes." Before the implementation of the New Penitentiary Regime at the INOF, criminal acts were reported. In Venezuela, there are nine women's annexes in men's prisons, and the only prison for women is the INOF. There are 784 female inmates there; 36 of them are foreigners, of whom 23 are serving sentences. Most of these women are imprisoned for drug trafficking. Human rights defenders have questioned the prisoners' close-order conduct. They criticize it for its ideological implications and for being a military practice.
