민간 임대아파트 분양 전환 앞두고 '고분양가' 갈등 / YTN

[Anchor] Residents of private rental apartments scheduled for sale are locked in a conflict with the construction company over the sale price. Residents claim the company is not keeping its promise to sell the units below the market price, while the construction company maintains that it has nothing to do with them. Reporter Kim Ki-soo investigates the situation. [Reporter] This is a large-scale private rental apartment complex with 1,500 units. The units were leased for five years and then converted to sale, and tenants moved in in 2020. Their leases are set to expire in June, but a dispute is brewing over the sale price. The construction company, which took into account the market price in the area, set the sale price in the mid-400 million won range. Residents claim that the construction company, which initially advertised a sale price 20% lower than the market price, suddenly changed its tune. [Lim Jun-bin / Chairman of the Sale Countermeasures Promotion Committee: The sale price was set significantly higher than the tenants' expectations... They broke their promise and passed the burden on to us, the tenants… They also complain that the sale price is higher than expected and they have to take out additional loans. [Yoon So-young / Apartment Resident: I don't have a place to borrow money, but the interest on the loan is burdensome. They're unilaterally telling us to move out if we don't want to, so it's difficult to even find a place to live.] As the controversy over the sale price continued, even local politicians have expressed their commitment to resolving the issue. [Lee Kang-il / National Assembly Member for Sangdang-gu, Cheongju, North Chungcheong Province, Democratic Party of Korea: We must bring them to the negotiating table so that we can discuss a reasonable solution in the National Assembly…] [Seo Seung-woo / North Chungcheong Province Committee Chairman of the People Power Party: We will soon hold a meeting with the People Power Party members of the Land, Infrastructure and Transport Committee, the construction company, and our residents.] Cheongju City also plans to discuss with the construction company to establish a reasonable sale price. However, the sale price of private rental apartments is determined by contract between the parties and is not subject to the sale price cap, which presents limitations. The construction company explained that the discount-related phrase was passed around by sales agency employees, unrelated to the construction company, and that the agency in question is currently out of business. The reporters contacted the agency, but the number was either nonexistent or a different company's contact information. The construction company also stated that the sale price was set according to the contract, based on market prices, and that deposits were being refunded to households who requested contract termination. With local governments and local politicians also taking action in the wake of the high sale price controversy, attention is focused on whether the conflict can be resolved or whether it will only deepen the rift.
