Why can’t you make Stilton cheese in Stilton (and was it ever made there)?

Stilton cheese can’t be made in the town of Stilton because it is against the rules of the Stilton cheese PDO (protected designation of origin). But why those rules are in place and whether Stilton cheese was ever made in Stilton are down to the history of Stilton and its famous cheese.
