Exploring the local alleys between Shibuya Honmachi and Hatagaya | 4K

Walking the backstreets! We took a stroll through the narrow alleys from Honmachi, Shibuya to Hatagaya, which serve as local residential paths. We hit some roadworks along the way, so unfortunately, We had to detour back to the main street. Ms. Umeka ! Thank you so much for your help with the video shoot ! ☆ Why is there so much construction at the end of the fiscal year?  ・The Single-Year Budget System: Public project budgets in Japan are managed on a "single-year" basis (from April to March). Most projects are required to be completed and the budget spent by the end of March. ・Administrative Procedures: Since budgets are finalized in April, it takes several months for design, bidding, and paperwork. As a result, actual construction often doesn't start until autumn, pushing the completion date toward the end of the fiscal year. ・Construction Order: Underground work (water and gas pipes) must be finished before the final asphalt paving. These final touches often happen simultaneously across various locations in March, making them more noticeable.
