Watt Cycle Support has finally confirmed you cannot get 240v out of you are taking 120V in. Also, if you are taking 120V in, it appears the L2 output does not reference Neutral. So the sneaky way I was trying to wire this does not work with 120V. You have to commit, wire for 120V or wire for 240V. No swapping just with software and plugs. You discover this when you put an actual load on it. Testing with a meter shows 120V, but a load shows the lack of Neutral and voltage drop.
