There are no shopping malls, so there is nowhere to go to buy clothes for the kids. That is why everyone goes to Gwangju."] [Jeong Dae-seong / Innovation City Resident: "It feels like a ghost town in the evening. It is truly regrettable that such good facilities and buildings are being left behind and managed in such a way..."] Although it has been over 10 years since 16 public institutions, including KEPCO, relocated here, a sense of crisis is emerging that the Innovation City's growth engine has reached its limit. It remains a place where people have no choice but to stay because of their jobs or endure inconveniences. The situation has entered a new phase as the government recently announced that it would prioritize integrated local governments for the second phase of public institution relocation and avoid dispersed placement. Candidates running in the integrated mayoral election are also each expressing their positions. While the majority of candidates propose dispersing institutions by region or across Innovation Cities and other areas, there are also opinions that prioritizing strategic concentration or increasing the number of institutions attracted is the priority. Experts point out that attention must be paid to the fact that, with the exception of the energy sector, there has been no progress in creating clusters mediated by the relocation of public institutions since the first phase. [Lee Min-won / Director of the Innovation City Policy Research Institute: "I believe that campaign pledges must come out as a package that includes whether we can create the clusters that failed during the first phase, and how we can create the residential conditions that public institution employees value so highly."] The government plans to finalize and announce the roadmap for the second phase of public institution relocation within this year and implement it next year. As local government strategies to attract institutions have become crucial, it appears that policy pledges serving as survival strategies, rather than populist slogans relying on government support policies, must be presented.
