However, there are formidable challenges to overcome before the military airport is actually relocated. The biggest reason the government chose the military airport is "time." Since most of the site, which exceeds 10 million square meters, is state-owned, the land compensation process is simple. Furthermore, because the site has already been leveled like a runway, construction can begin immediately. The proximity to the KTX station and downtown Gwangju also received top marks in terms of securing manpower and logistics. For this reason, the government is considering a phase in which it takes over 2 million square meters of usable land, such as ammunition depot sites, to begin construction on one or two factories first. In this case, the so-called "pre-transfer" system under the State Property Act must be revised to allow the land to be transferred even before the new military airport is fully constructed. In addition, securing the consent of residents during the process of constructing new large-scale power grids and substations necessary for operating the semiconductor factory is another challenge. The biggest variable is the cooperation of Muan County, the designated relocation site. Muan County, which reached a sudden agreement on the merger last December, boycotted the selection committee meeting, citing "three preconditions," including the prior relocation of the civilian airport. There are interpretations that the issue of the main government building is being linked to the military airport issue, and how negotiations with Muan County are resolved is expected to determine the success or failure of this project.
