Foreign exchange authorities and many experts claim that the likelihood of a foreign exchange crisis is low because Korea's short-term foreign debt ratio is low. Is that really the case? I believe the greatest risk to the Korean economy right now is not the short-term foreign debt recorded in official statistics, but rather domestic stocks held by foreigners. Currently, domestic stocks held by foreigners amount to approximately 2,700 trillion won (about $1.74 trillion). This is a scale comparable to Korea's annual GDP and more than four times its foreign exchange reserves. Of course, it is practically impossible for foreign investors to sell off their stocks all at once. However, if the global financial market becomes unstable, even a partial outflow of funds could cause a significant shock to exchange rates and financial markets.
