This is why analyses suggest that public sentiment regarding real estate played a major role in his success for a fifth term. Unlike the Seoul mayoral election, the Democratic Party achieved a landslide victory in the Seoul Metropolitan Council election, securing over two-thirds of the seats, totaling 80. They can put the brakes on urban renewal projects promoted by the city through budget cuts and on deregulation through ordinance amendments. They can even neutralize the mayor's right to request reconsideration. Previously, in 2021, the Seoul Metropolitan Government allocated 4 billion won for the "Shared Growth Housing" project, only to have the budget drastically cut to 100 million won by the Democratic Party-led City Council.
