On February 5, 1975, the government of Isabel Perón signed a secret decree ordering the Army to initiate "Operation Independence" in Tucumán. The military's pretext was to annihilate the Ramón Rosa Jiménez Company of the ERP (People's Revolutionary Army), but the true objective was to destroy the combative popular movement in Tucumán through kidnapping, forced disappearances, and clandestine detention centers where thousands of Tucumán residents were tortured and murdered. A cultural battle was also being waged against the ideas and values ​​of university students, artists, intellectuals, scientists, and religious figures located in the city of San Miguel de Tucumán. Between 1975 and 1976, clashes took place in Santa Lucía, Potrero de Las Tablas, Quebrada de Lules, Río Pueblo Viejo, Manchalá, Las Maravillas, Arroyo San Gabriel, Acheral, Tafí Viejo, Potrero Negro, and El Cadillal. Brigadier General Acdel Vilas asserted that it was a "primarily cultural" guerrilla movement, since the guerrilla itself was "merely the armed manifestation of the subversive process." The majority of the victims were sugar mill workers, cane cutters, day laborers, small shopkeepers, butchers, and students who were persecuted, kidnapped, and murdered. It was a vast repressive apparatus whose true objective was to eliminate union, political, and student leadership—a systematic attack by the State against a substantial portion of the population identified as the "enemy" of the economic and political plan that defined "the new Argentine identity."
